That formal site or regional-specific HHRA reports be prepared and approved by the regulator prior to the grant of any production approvals.

Such HHRA reports must address the potential human exposures and health risks associated with the exploration for, and the production of, any shale gas development, off-site transport, and the decommissioning of wells, as recommended in NCRA guidance. The HHRA reports must include risk estimate assessments for exposure pathways that are deemed to be incomplete.

The Framework for Strategic Regional and Environmental Baseline Assessment: A guide to undertaking a Strategic Regional and Environmental Baseline Assessment (SREBA) in the Northern Territory was released in July 2020 and can be found here PDF (39.7 MB).

Government has determined a SREBA is required for the Beetaloo sub-Basin.  The region-specific Scopes of Work for various baseline studies will be approved by the Minister for the Environment.

The Scope of Work for the environmental health component of the SREBA for the Beetaloo Sub-basin is under development, with studies expected to commence mid-2021.

The Department of Environment, Parks and Water Security will develop guidelines for human health and environmental risk assessment consistent with the national framework. The guidelines will be made enforceable via legislation. This work is expected to commence in early 2021.
